A few suggestions off the hip:
Tchaikovsky: Symphony no 1 "Winter Daydreams" Prokofiev: "Troika" from "Lieutenant Kijé" Larsson: A Winter's Tale
I don't know if it counts (I suppose it's winter all year round in the Antarctic) but my favourite evocation of a frozen scene is the "Landscape" movement from Vaughan Williams' Sinfonia Antartica

These are perfect selections!!I would add Tapiola (brrrr) and En Saga and by Sibelius

Probably off the subject a bit, but one of the most chilling pieces is Gösta Nystroem's Arctic Ocean (Ishavet or La mer arctique), symphonic poem after an unfinished ballet

Well, Sir Arnold's November Woods is about as close to winter as you can get without putting on your long johns.....
