How are these CDs obtainable in this part of the world?  Is there a North American distributor?  Or are we talking about ordering directly from Estonian Radio, and if so, how?

These are not showing up on the Eesti web site yet. I assume they will be available from https://pood.err.ee/klassika.

I'll check when I get back to Tallinn in Feb. Either Alba or perhaps Eesti Raadio release.  They are running a separate CD label series.
I do know they opened the archive tapes and the following have been released:

Artur Lemba
1) Cantata "Narva"
2) Symphonic Poem
Estonian National Symphony Orchestra /Matsov

Artur Lemba
1) Piano concert nr 4 (piano A. Lemba, ERSO)
2) Pastoraal (ERSO)
3) Fantasy on Estonian folk tunes - piano A. Lemba (ERSO/Matsov ??)

The "Fantasy of Estonian Folk Tunes" which I have is for solo piano.  Do you mean that one?

These are recordings on CD from Raadio Esti  (Radio Estonia) archives that were made available this year and last year for the public.  Many were recorded in Soviet times as you can see the conductors are probably now deceased except for Neeme Jarvi who is now the conductor for ERSO.  The recordings were probably not "mastered" as commercial recordings are done.  Many are recorded live in Estonia Hall.  Hope that helps.

Hello,
I've to notify you that the recording you've uploaded of Villem Kapp's "Symphony No. 1 in A minor" (1947) is incomplete : there are only the first movement (Lento sostenuto - Allegro) and the 4th movement (Finale : Allegro).
The central two movements (2 : Scherzo & 3 : Andante espressivo) are missing. These two movements have been edited on a Melodiya LP :

apparently, this will be released by ERP instead of Alba in summer 2016.

Hello David - did you ever hear anything further about this?

I've posted up a recording of Estonian composer Artur Lemba's short piece Poeme d'Amour.  Very short, but very popular in Estonia. It was written for violin + piano - this is the first recording for orchestra (that I am aware of). Orchestration by Peeter Saul (1932-2014).
