Chandos are about to complete their survey of the symphonies of Sir Richard Rodney Bennett with the release of a cd containing the Symphony no.1.

What is rather surprising is that the disc also contains the Reflections on a Sixteenth Century Tune. This work appeared on the Chandos disc of music by Bennett recorded by the late Richard Hickox and still available. Would it not have made more sense for the company or the conductor John Wilson to have picked one of Bennett's other unrecorded pieces?

Ideally yes. However, it's understandable John Wilson would want to record a piece he was the dedicatee of.
