can anyone help here?
Alemdar Karamanov (1934-2007, Crimea) - Symphony No. ?
State Symphony Orchestra of Ukraine,Conductor: Volodymyr Sirenko
Recording date: 1992

From utube:
Note: this work was improperly labelled as the third symphony, (which is available via Naxos). Experts, your help is needed to identify this work.
By process of elimination, based on works already online it is likely not #3, 5, 6, 7, 11, 17, 21, 22, or 23, but there seems to be some confusion on the order of his symphonies, so any help is appreciated.

I can be quite confident I have never heard this piece before! Very recognisable as Karamanov; on stylistic grounds I would guess early-to-middle range.

It's rather a good recording.

There are no recordings of Karamanov's Symphonies Nos. 6 & 21 online that I've been able to find, on YT or otherwise. Can anyone clarify where they might be found?

Ihave next to the numberrs you name, the symphonies 12, 13 14 & 20. I will start listening to them again, if it is possibly one of them.
As Latvian already stated, nrs 6 & 21 are not among them, I also never found these two.

After listening to beginnings of Karamanov's symphonies nrs 12, 13, 14 and 20 I didn't find the sounds of the No. ?
So we can skip these in the search.

By the way, there are several other works by Karamanov that are new to me that were posted by the same person within the past week on YT. Also, a treasure trove of rare Ukrainian material recently posted on the same channel:

Hello everyone,

I know this symphony is not the No. 3, 5, 7, 11, 12, 13, 14, 20, 22 or 23.

Here's my deduction :

We also know that this symphony is in four movements - Karamanov composed only four non-choral symphonies in four movements that I don't know : the No. 4 "May" ; the No. 6 "Sinfonietta" ; the No. 8 "Classical" ; and the No. 9 "Liberation". The symphony of this video lasting 40 minutes and being very dramatic and powerful (with drums), the subtitle which seems to be appropriate is "Liberation". Additionally, the number 9 is visually close to the number 3...

Well deduced!

Stylistically, it has to be between 5 and 10 (exclusive); it's not 7. it doesn't sound like a sinfonietta, so not 6. And I agree that "Liberation" is a better title than "Classical". So 9 it is.

I noticed that Karamanov's Symphony No. 18 and 21 can be downloaded here:
http://worldtunes.ru/караманов/

as well as Symphonies 3,5,7,11,12,13,14,22,23 which are available on other sites.

There is also a recording of Karamanov's Piano Concerto No. 2
