I believe it would be acceptable to write either "Kurt Wöss" or (perhaps) "Kurt Woess", but please not "Kurt Woss" since the pronunciation is different.

Arnold Schönberg/Schoenberg - often described as an "Austrian" composer although he sometimes used a Czech passport - was in much the same boat.
