Ture Rangstrom's First Symphony (what an empty, banal writing).

Really!? Well, it's probably his weakest symphony, but the worst piece of classical music ever written?! :o

Some of the worst pieces/composers I've ever heard:

pretty much anything by Tavener (but The Protecting Veil is okay)
Strauss: Ein Heldenleben (the definition of empty and banal!)
Stefan Wolpe's Symphony
anything by Stockhausen, Boulez, Xenakis, or Cage

I'm sure there are a lot of third-tier, propagandistic Soviet works out there that I haven't heard which would qualify! ;)
