An interesting problem. First I tried this:
http://www.latvijasradio.lv/programIt shows a top-level index page, but nothing before 2008 . . .
So I tried 2009:
http://www.latvijasradio.lv/program/3/2009/index.htmThis correctly shows an index for 2009. So I clicked on the 29th of January 2009:
(1) http://www.latvijasradio.lv/program/3/2009/01/20090129.htmand it correctly shows the programmes for that day. There are two links for each programme.
So I tried this (from a left-hand link):
(2) http://rgen.radio.org.lv/radioreq?20090129C21002200That returns a ram file called radioreq.ram, which contains the following data, and can be played:
rtsp://ier-r.latvijasradio.lv/cx0/20090129_2100_r3.rm?start=00:00&end=60:00
rtsp://ier-r.latvijasradio.lv/cx0/20090129_2200_r3.rm?start=00:00&end=01:00

I also tried a cut-down link:
rtsp://ier-r.latvijasradio.lv/cx0/20090129_2100_r3.rmand that by itself works correctly.
Next I tried one of the right-hand links:
mms://ier-w.latvijasradio.lv/pppy?20090129C210000220000That does NOT work (at least on my system).
Turning now from 2009 to 2008, the link supplied by the original poster for 2008 is:
http://www.latvijasradio.lv/program/3/2008/09/20080925.htmThis gives a page similar to the line marked (1) above.
So - as I did above for 2009 - I next tried one of the left hand links:
http://rgen.radio.org.lv/radioreq?20080925C13101400It looks similar to the line marked (2) above, and it also returns a ram file called radioreq.ram, which contains
rtsp://ier-r.latvijasradio.lv/cx2/20080925_1300_r3.rm?start=10:00&end=60:00
rtsp://ier-r.latvijasradio.lv/cx2/20080925_1400_r3.rm?start=00:00&end=01:00

See the difference between this and the 2009 file? This one has
cx2, and the 2009 file has
cx0.
So I tried this radioreq.ram for 2008 - and it does NOT work.
Then I tried a tiny hack, replacing the cx2 with cx0:
rtsp://ier-r.latvijasradio.lv/cx0/20080925_1300_r3.rmNo, that too does not work!
Conclusion: it looks as though Latvian Radio has removed everything before 2009 (except half a year's index for 2008, which is no longer valid). Whether it is a permanent removal, or only temporary, only time will tell!
